Don't be mean, but yes, make fun, tease, etc. There is an incredibly fine line here, but once you find that sweet spot, you'll see it's rather fun.
Be confident, and make jokes about them, but not mean ones.
Focus on highs and lows, say something nice, then say something teasing, hi, then low.
Focus on surprise. Saying something she doesn't expect.
Focus on alpha behavior. Pause. Talk slowly. Make eye-contact (but blink so you don't look psycho).
The jerks and mean guys get a lot of women because the have a lot of this behavior, but you can have the same act without being a jerk.
Also, don't rush it. Hang out with the guys who are good at this, and watch what they do. Pick up from them, use what you like, work with it so it works for you and is comfortable, and leave out the stuff you don't like.
